Yes, you can. Graduate of any stream can apply for MBA. There is no such rule. Just appear in cat and equivalent exams or entrance exam of the college, as per it's requirement.

You should go for MA in HR as MA in HR has not much Opportunities. You can apply to colleges using your MAT score. Just check which all colleges you can apply with your score and also check your academic eligibility criteria. If you have a 50% throughout, then you can apply to BIMM, IIMS, XIME, XISS, etc.

If you are a working professional and want to pursue MBA, then distance learning education would be most convenient for you as you are working and don't have time for physical lectures. There are many universities and institutes which offer distance learning education for working professionals like you. You can pursue MA HRM or MBA HR. Various government undertakings as well as Private companies recruit as Assitant HR Manager and HR manager also. For government organization, you have to clear the test.

MBA finance has a better scope no doubt, but the thing lies in your interest area. Everyone is not meant for finance, I would suggest you to do 2 year PGDM programme, and then decide which stream to opt for.
