Yes, you can apply to universities with 6.5 and 65%. I would recommend that having at least 1-2 years of work experience before going in for an MBA as most of the good business schools require work experience, it would really help in your career progression.

IELTS is an English language proficiency test. You will be required to take it, if you desire to study or work abroad. Every foreign university accepts IELTS scores.

You have a decent profile and you are eligible to apply for most of the universities in Canada, NZ and Australia. Your work experience will be an advantage, but your B.Tech aggregate is pretty less.
I would suggest you to take GMAT and score well. A good GMAT score can definitely hinder your B.Tech Percentage. Your IELTS score is fine, unless the sectional scores are above 6.

Admissions are not done on the basis of IELTS score alone. In fact in Germany, very high academic grades are required. I am afraid with the academic record you have possibilities are very less but you can always try. Keep looking at the other options like UK, Australia as well.

This is not explicitly mentioned on their website however they did mention the fact that ' The average GRE score of graduate students in engineering programs is around 1100 on the math and verbal sections, when combined'. Secondly, you must submit a TOEFL score and not IELTS.
