There are some universities of Canada which accept 15 years of education.
You can go for pre-Masters in University of Manitoba.

You have a very good IELTS score and decent aggregate. But, most of the Canadian universities are acad-centric. They are mainly concerned about the aggregate and backlogs. However, few decent universities will still accept your score. Here is the list of universities, which you can aim for :
1) Concordia university, Montreal
2) University of Lethbridge
3) NYIT, Vancouver
4) University of Lakehead
5) Brock University
6) University of Windsor

You need to score 70% in Bachelors degree.
TOEFL: PBT: 580 - 600 minimum.CBT: 237-250 minimum.
Some universities will require GRE score: 1200-1500.

Canadian Universities don't require GRE. Your IELTS score is good. You can definitely get into a decent university.
You can try for :
1) Concordia University
2) Windsor University
3) University of Western Ontario
4) New York Institute of Technology, Vancouver
5) Lakehead University
6) Brock University
