I don't know about IIIT, so I won't talk about them. As your home state is Haryana, you can easily get NIT-Kurukshetra's ECE and EEE branches. Of both the branches, I think ECE is better. But it purely depends on your interest.

In my honest opinion, out of the choices you've mentioned, IIIT Sri City is the best to go for and there are reasons to support this.
The first and foremost aspect that puts IIIT-S ahead of other colleges is research. The college believes in conducting research programmes that are developmental in nature and provide maximum contribution to the different fields of technology and human nature.
The second factor is the curriculum. We follow a curriculum that is modeled on the curriculum of IIIT-H.

GFTI is possible. You can also apply to your state level entrance counselling with your JEE Mains rank. NIT is also possible if you have enough patience to wait till the spot round counselling of JEE.

Through this rank of 215606 and 11944, you will not get any kind of IIT but you may get NITs and probably some of the low rank government colleges. So rather taking low government colleges, I would say that you should join private colleges in Noida, Ghaziabad, etc.
