Hello Manish,I feel the percentile that you have received is at very critical level. Many students are likely to appear again in April for improvement in their percentile. For every individual JEE aspirant, their percentile was their best performance. So, rather than going in one fixed direction for admission in any college give the 1st preference for the aspirant choice. And also we can not predict in any manner as the counselings will be done on many basis like reservations, locality's and many other.

If I talk about NIT, Srinagar the last year cut off in B.Tech CSE for female (OBC-NCL) in home state quota was 24433 and 62646 respectively. On the basis of your JEE Main percentile, your expected rank is falling between 26000-35000 then your chances are very high. Further, you have also a good chance for IIITs but you have to apply for them separately.
