You can join IIT Surat. Scope wise, you would get the opportunity to sit in placement with SVNIT guys because it will not be established till then and the best part is that you can join this institute at low ranks!
You can join it through counseling but all depend on you.

If you belong to state boards, then chances are there. For that you have to see the different state boards cutoff. But if you belong to CBSE, then you are not eligible for getting admission through josaa.

You are likely to get NIT, but with average rank, LMNIIT with a decent branch, though don't go with NIT less than 15th position among them. Moreover, shortlist the colleges according to their last year cutoff.

Straight forward answer. No. There is no such quota for direct admission. They are managed centrally and no scope of getting into that on direct basis. Only private colleges offer such quota. Hope it helps.
