You have pretty good academics, 93% in both 10th and 12th is amazing and you have all the foundation to get into any IIM. Your CAT score, however, isn't up to the mark right now. At this percentile, chances of an IIM call are pretty slim. At 51.24 percentile, you might get into BB or BBB rating B-schools.

You will be a better person to answer this. You need another MBA, why?
I often come across applicants fumbling upon these questions, which is normal. The best answer is therefore, to have a clear goal. If you plan to establish your career in this domain, another MBA in product management will really help. Universities in US, generally will not entertain a second MBA application unless you have good enough reasons. Prepare for the GMAT if you haven't, and have clarity over your career.
Research on American universities, the US news ranking will help.

IIM admissions are centrally governing & based on the score a candidate achieves at the CAT( Common Admission Test). The higher your score, the better IIM institute you will get.

They accept GMAT for Indian students as well. Since, CAT is administered only in India foreign nationals may find it difficult to come to India to write the CAT. Different business schools have different requirements. For example, IIM Bangalore do not actually accept CAT score but only GMAT or GRE irrespective of nationality. I will suggest you check also the websites of these business schools.

That is an absolute myth. It is not anyone's fault if they think otherwise because the maximum candidates appearing for these exams have an engineering background (which is again an "Indian" thing).
IIMs give weightage to your percentage and college (of any field) if you are a fresher and for experienced people, their relevant experience and how they look forward to create a better career through the MBA degree. Obviously, the way of communicating at the interview seals the deal even if you have less credible points than others.

The IIMs usually don't do that because, mostly there are enough people who have cleared the required criteria and are eligible for an IIM call (with their limited number of seats). When the extended shortlists are exhausted and they need new candidates to fill in their seats (usually the newer IIMs), only then they might consider relaxing some cut-offs (overall mostly and then then probably sectional).
