If you have passed class 12th this year, you can apply for the scholarship from the university or college you are in and also through the government website.

I would recommend IEM-Kolkata. IEM is much better than the other universities you have mentioned. For studies as well as for placements, it's much better.

Of course, you can join in any state, your marks and qualifications are what matters not the region, there are certain universities which give privilege to the local students, so maybe you have to work hard for that matter, but again if you score good marks then you will easily get admission.
