Rajasthan University has released notification for ULET 2018 (University Law Entrance Test) for admission into LL.B 1st Year (3 year course) for the academic session 2018-19. Interested and eligible candidates can apply as per the prescribed schedule-

Last date for submission of hard copy and original documents: 2nd week of June 2018.

IGNOU has a better ranking. It is much more recognized and reputed. NIRF has also voted IGNOU. So, you should pursue it from IGNOU.

There is no college which can give you admission in part-time.
These type of courses are professional courses. You can't get admission via part-time or distance mode. You have to study hard for M.Tech. 70% attendance is mandatory to appear in the exam.

No, there are no special reservations for that, priority might be given to students of Delhi in some cases but no special reservation category.

You need to clear NEET and once you have qualified NEET, then look for your preferred colleges, check out their websites, and you can then know the criteria required to get admission there. Private colleges usually don't have a domicile issue.

Yes, you can get admission for B.Tech in any government college. For this, you have to apply for the counselling session, which varies from area to area you can contact any college directly. You don't have back log in Diploma.
