There is no option for free education at this level you have to pay some amount of money for PhD program and government will give you 25k per month for studying PhD program.

The admission into NITs for undergraduate engineering programs is based on your ranks in JEE main examination. As NIT K, Surathkal is one of the top NITs, you need to have a score of at least above 250 to get a seat.
