Hi,
Bachelor of Commerce (B.Com) in Computer Applications is a full-time three-year undergraduate degree course offered by Osmania University, Hyderabad.
Eligibility Criteria
A person, who has passed Higher Secondary/Intermediate (10+2) or any other examination recognized as equivalent thereto, shall be eligible for the course.

Yes, you can change colleges after completing the first year of a BCA degree. But, it totally depends on the college if they allow it or not. There are some colleges that allow the change of college after one year and some do not. Also, you have to attain good marks in your first year of graduation in order to change colleges. So if you are planning to change your college in the second year, you can talk to the authorities of the college.

Because of the present pandemic situation, several universities are now offering an online Java Developer programme for people who want to learn more. These include SimplyLearn, Upgrade, NIIT, and others. Since I'm looking for the same thing for my sister, I checked out the course's details. Because of its well-deserved reputation, NIIT was a no-brainer for both of us.
