There are two different lists of OBC's. One is a state list and other is central list. For admission in Maharashtra or say Delhi, the respective state government list of OBC will be accepted. However, when seats are filled on an all India basis like in NIT or IIT, only those who figure in central list will be considered. Best wishes.

Yes, you'll get admission in Amrita University only if you have qualified the entrance exam. Another way of getting admission there is through management quota.

It depends that how less the marks really are!
You can still find out colleges that do not require high percentage as eligibility criteria for taking admission in M.Sc maths. Scoring less is not an issue, a number of colleges provide admission even though a candidate has less marks in previous qualified degrees. You find out more about such institutes which invite applications for your desired course. Go to their website, if the college is in your hometown, visit the same. Or else call on the toll free numbers of various Universities and enquire about the eligibility criteria as well as admission procedure.

Minimum eligibility is 50% in intermediate but many colleges also provide admission with atleast 45%. Checkout the colleges in Jharkhand:
