The minimum eligibility for getting into BCA is 60% in 12th. You are not eligible to apply for BCA.

Yes, typically, you can. Completion of atleast 12 years education is required be it class 12th or Diploma. But, you must always check with the university admission requirements directly. Also your subjects would be different. So, some pre-requisite courses may be required.
