Candidates with Bachelor's degree (minimum of three years duration) or equivalent from a recognised university are eligible to apply. Dear,
B.Tech CSE/IT is a better choice as Indian Industry (IT) prefer them more than BCA/MCA. They are offered better package and bulk of them are recruited through campusing every year.

Both colleges are equally good and will help you to land a job. I will suggest you to go through the curriculum of both IT and CS and try to find out which one fascinates you more.

I can understand the situation you have now. If you just passed your 12th and you don't have any idea about where your interest is, just take a break and you can go with preparation for the various entrance examinations. If you want a short time decision, do Google about whatever comes in your mind. Write each and every aspect on a paper. Give time before finalizing something.

The differences:
The CS engineering programme usually deals with how to build microprocessors, how to write a compiler etc. IT is the business side of computers - usually dealing with databases, business, and accounting. One way to think of it is that IT deals with the application of computing technology to real life processes and CSE deals with the Science that facilitates these applications. Further, while CSE focuses on the foundation of computing, IT as a discipline focuses on satisfying the computing technology needs of organisations.

Yes you can take admission in 2nd year directly but you will have to fill the lateral entry form and you will have to be eligible for all the qualifications required for the second year lateral entry.
