In chemical engineering you'll be learning your chemistry subjects in depth whereas in IT is all about software implementation of computer science where you will be learn about starting from basic programming in C, oops, data structures followed big data, machine learning. It completely depends upon your interest and skill set where you want to pursue.

Seems like you didn't appear for JEE. Well, without that and with 75% you can try for Punjab University or private colleges to pursue your desired course.
