GGSIPU is better in comparison to GD Goenka.
Also, if possible go through the alumni speak section to get an idea what the alumni thinks about the institute.

The first and foremost thing that you should do is focus on your schooling as of now and then think of other options. For now think of getting good grades in 12th, so that the top colleges are available as an option for you.
There are a lot of engineering colleges in India such as IIT, NIT and much more. Appear for IITJEE entrance exam once you clear your 12th.
