Yes, you are eligible to register for JoSAA counselling even if you are not eligible for JEE Advanced. Your 31 percentile and 30,000 rank in ST category allow you to participate in JoSAA, although the chances of getting top NITs may be low. You may have a better chance in NITs from the North-East or in less competitive branches. Make sure to list all available options during choice filling and consider state-level options too.

If you're a PCB (Physics, Chemistry, Biology) student without Mathematics in your 10+2, Then you are not eligible for JEE Advance.JEE Advanced is meant for admission to IITs, and the eligibility criteria clearly state that candidates must have studied Mathematics along with Physics and Chemistry in their 12th standard.

75% is the requirement:
To be eligible for JEE Advanced, you need to score a minimum of 75% in your 12th board exams (or be in the top 20 percentile of your board). You might need to reappear for the 12th board exams to be able to appear for JEE Advanced. For more infromation on the same, please refer to the link mentioned below:

No, you are not eligible for JEE Advanced 2025 because a candidate can attempt JEE Advanced twice in consecutive years after passing Class 12. As you passed 12th in 2023, your eligible years were JEE Advanced 2023 and 2024. As you failed in both attempts, you cannot appear in 2025.
But if you wish to study engineering, you can look for state engineering entrance exams, private colleges, or lateral entry schemes. You can also appear for JEE Main 2025 if you are eligible for it.
