I would suggest you to opt for ECE from Jaypee-Noida as this is the far better than Solan in terms of placements.

The pros are that in the 4 years of your tenure you won't feel bored in this college and the cons is that there are zero placements for some branches.

The only most important advantage of having a college near IT firms is that you can easily get placements with handsome package in the starting than any other college students who are not in the vicinity of the IT firms.

You should opt for UPES as in IPU, getting any good college at this rank for an outside Delhi student is not possible.

Yes, sure you are eligible for JEE examination.
Qualifying Exam: Candidates must qualify their 10+2 or equivalent examination from a recognised board. For admissions into NITs, IIITs and CFTIs, the candidates should have secured 75%.
Subjects: Candidates must have to take minimum 5 subjects in class 12th/equivalent examination.
Passing Marks: There is no prescribed percentage to appear in the examination. Candidates having passing marks can also apply.
Appearing Candidates: If a candidate appears in class 12th or equivalent class in 2019 are also eligible for JEE Mains 2019.
