Hi Sumit,
Look, dropping second time is a big risk. It requires a lot of dedication and hard work. You have to stay motivated throughout the year of your preparation time. You already faced many challenges during your first year. If your have enough confidence that you can do this, then you should go for it. You have to analyse your last year and realize your mistakes which you have made and also make sure you will never repeat it again. Otherwise try in counseling and try to get good college on the basis of your current JEE rank and marks. As per the ranking SRM University, Chennai Campus is better than KIIT in terms of placement, infrastructure and other criteria. So go for SRM, Chennai campus. All the best.

There are no maximum marks, but I think for getting a good college with B.Tech in CSE, you should score above 150 and should have some basic knowledge of Computers.
