CU is better but GNDU is the best. The fees in GNDU is INR 110,000.

ECE is better than EE. choose EE only and only when you have deep knowledge of 11th and 12th physics.

No its tough that you get ME or ECE with the mentioned rank. The total fee is Rs.132000 for the new batch 2016. The cutoff JEE rank to get ECE or ME is below 50000. All the best.
