You can register by declaring that you do not belong to the general-Economically Weaker Section (GEN-EWS) provided your Joint Entrance Examination (Main) 2022 score is above the General cut-off. If your Joint Entrance Examination (Main) 2023 score is below the General cut-off you are not eligible for Joint Entrance Examination (Advanced) 2023. Special Vacant Seats Filling Round, also known as the special round is conducted by the Central Seat Allocation Board CSAB to fill the vacant seats at NITs, IIEST, IIITs and other GFTIs (Except IITs) after completion of all the JoSAA Rounds. The purpose of the special round is to fill the remaining vacant seats in the participating institutes. Candidates who are eligible for the special round have to register and fill in their choices again. The seat allocation in the special round is based on the candidate's rank and the availability of seats.

Well, it depends upon the field/course you want to do. If I talk about Engineering then there are a number of other colleges where you can apply for examination on the basis of your class 12th scores. Some of them are BITS, DU and VIT.

No, you don't have to fill out the admission form for a particular institute. There is a single window counselling JoSAA for IITs and NIT+ systems (NITs, IIITs and GFTIs). There will be several rounds of counselling and depending on your rank, category, home state, and choice filling you will be allocated a seat in any institute (not necessary that you will be allocated a seat). After JoSAA for empty seats/unallocated seats, there will be separate counselling CSAB and you have to apply for it. There may be 2 rounds or a single round depending on the remaining empty seats.
