No, you don't have to fill out the admission form for a particular institute. There is a single window counselling JoSAA for IITs and NIT+ systems (NITs, IIITs and GFTIs). There will be several rounds of counselling and depending on your rank, category, home state, and choice filling you will be allocated a seat in any institute (not necessary that you will be allocated a seat). After JoSAA for empty seats/unallocated seats, there will be separate counselling CSAB and you have to apply for it. There may be 2 rounds or a single round depending on the remaining empty seats. There is a possibility that no round of CSAB would be going to be held. IIITH may or may not participate in JoSAA counselling then you can apply for it separately. After all this counselling there is also some college-level counselling of BITs (Not Pilani campus) and other colleges to which you can apply separately.
