For the lower NITs core branches like mechanical, civil you need to score in between 140-160. And for the branches like CSE you need to score in between 160-180. and for the average NITs core branches you need to score 200-220.

Your NTA score is very less. It is hard to get admission in the government college with this score. Yes but you can try with your state level counselling. If you can score better in state level counselling then you can get admission in government college.

You should go to the college you want to take admission and enquire regarding this because it differs for every college. And every college has their own policies regarding the special quota admission.

484849 in JEE Main is quite a low rank. However you have not mentioned any other details like your category, the home state you belong to as the cutoffs also depend on them. Now if we go through the cutoffs of various NITs, if you belong to general category, then getting CSE might be difficult. Apart from CSE, you can expect Civil, Mechanical, Electrical and Electronics Engineering in NITs such as Uttarakhand, Jalandhar, Jaipur, Patna, Andhra Pradesh, Durgapur etc. Under All India quota. You may get CSE in North East NITs or NIT Srinagar, Hamirpur etc. As the cutoffs are low.
