No. NIT Trichy, being the top NIT even you have a reservation you must get a minimum above 90 percentile.

JEE Main counseling will be started from October 16. It is called JoSSA. The full form is Joint Seat Allocation Authority. In the 2020 JoSSA link, you can check various colleges opening and closing ranks. Hope my answer is helpful. Please upvote my answer.

and for IIT, you need to give JEE Advanced exam for which you are not eligible.
