SEE you may get colleges if you belong to Sc/st. But there is no confirmation from my side. But I suggest you go till last round and spot round in counselling, If any chance of getting a NIT's you may get. There is very less chance of General and OBC candidates in with this percentile for NIT's.

Yes, you may get MNIT ALLAHABAD. Please go for counselling process if started I think till last round you get it but I do not confirm about the Branch, As cutoff is something which changes Every year.

Your expected JEE Main AIR is about 18034. Keeping the last year of trends in consideration you can get the following in NIT Andhra Pradesh if belongs to General category under home stat quota.
1. ECE
2. EEE
3. Civil
4. Mechanical
The following are the other options under other state quota.
1. IIIT Raichur CSE
2. NIT Uttarakhand ECE
3. NIT Raipur Electrical
4. NIT Jalandhar Mechanical
5. NIT Patna ECE.

If the upcoming exam is cancelled there most probably they would consider only JEE Main january and Hi might think over putting some weightage to intermediate marks but cancelling is not going to happen mostly as even JEE Advanced also must conducted or they might go online.

SEE actually it depends on rank because some time papers could be tough so if you score less also then you can get RV but for the same thing if papers are easy then you have to score more to get into same, generally according to previous trends if your rank comes in rank band of 56k max (speaking about general category) can be helpful to fetch you seat in RV

Eligibility for Admission to NITs, IIITs and CFTIs participating through Central Seat Allocation Board:
Admission to B.E. / B.Tech / B.Arch / B. Planning. Courses in NITs, IIITs and CFTIs participating though Central Seat Allocation Board will be based on All India Rank subject to the condition that the candidate should have secured at least 75% marks in the 12th class examination, or be in the top 20 percentile in the 12th class / Qualifying examination conducted by the respective Boards.
