No, with an 83.5 percentile, getting Computer Science & Engineering (CSE) at any NIT is almost impossible.
CSE cutoffs at even lower-tier NITs typically require 97–99+ percentile, and top-tier ones demand 99.2–99.5 percentile

With a CRL rank of 3,69,000 and OBC-NCL category rank of 1,32,000 in JEE Main, getting admission into top government engineering colleges in Delhi like IIT Delhi, DTU, NSUT, or IIIT-D is highly unlikely.
You can opt for some semi-govt or state government colleges.

With a JEE Main CRL rank of around 2.55 lakh, your chances of admission to Electrical Engineering (EE) at MMMUT Gorakhpur are extremely slim, even under any reservation or quota.

With a CRL rank of 174256 and an EWS rank of 25,000, getting admission into DTU (Delhi Technological University) for B.Tech in CSE or core branches is very unlikely — even under the EWS quota.
