Yes, non-Karnataka origin NRI students can get admission to SIT (Siddaganga Institute of Technology) in Karnataka state. SIT is a recognised engineering college in Karnataka and it admits students from different parts of the country and the world. It is difficult for me to say which college you may be able to get into with a rank of 4289 in the PGCET exam, as it depends on the availability of seats and the specific programme you are interested in. However, you can check the official website of PGCET for the college and the course that accept this rank or you can also check the previous year's cut off for PGCET for the respective college and course.

You can change your rank if there is an editing or correction window. Otherwise, you must contact the appropriate authorities and provide them with the necessary documentation. Either send the KEA authorizations by mail or speak with the counseling staff in person at the document verification center. Since your score card and application form will already contain the correct information, entering the incorrect rank won't cause much of a problem. You must contact them before the deadline for document verification.
