Hello Lucky, You have done graduation in engineering from Kurukshetra University followed by MA from IGNOU. Right? Minimum qualification required to register for PhD is having a post graduate degree. This you now have. Hence technically you are eligible. IIT Delhi announces its programme for PhD twice in a year. I am attaching a link that will give you all the required information about doctoral programmes conducted and the procedure to join. You just need to follow procedure. That's all. Yes, you can get admission in KUK for LLB. The admission is conducted through entrance exam (KUK CET). You have to obtain very good rank to get admission as competition is high here. You should also have 45% marks in your graduation.
