Most Bachelor degree programs are offered in German language. You need to be fluent in German besides meeting other academic requirements. Check DAAD website https://www.daad.in/en/study-research-in-germany/studying-in-germany/bachelor-studies/.

NO. You don't get any questions from your school textbooks. You can improve your communication skills in various ways: by reading English newspapers, articles on the Internet, novels, books, watching good English movies, playing vocabulary enhancing games, etc. "Word Power Made Easy" by Norman Lewis Sir is an effective book for improving one's English. Well, that depends on the University that you are applying to. If the University offers such an option then it is okay but make sure that they do. The details can be found in their website. Otherwise you will have to write the IELTS exam. Good luck.
