Hello Papia,
Invariably most of the universities offering distance education have 31Sug as last date with additional time frame by paying late fees. However you must have passed your graduation. Markslist needs to be uploaded.
Hence I am afraid if you have not passed graduation then it's not possible else it is possible.

49% marks will make it very difficult for you to get admission in any recognised university abroad unless you have anything extraordinary in your profile like national level games, music and arts etc. Less popular options like Ukraine, Czech Republic may accept but there is no surety and no guarantee that your investment will be worth it or not.
