This will be decided by the university, generally waivers are not given by Canadian universities but if your overall profile is good they may or at max can offer you a bridge course in English. I will really advise you to check with the universities directly.

Yes, you can pursue one regular and one distance course as per the UGC guidelines.

You can go for regular MA and further acquire higher degrees like M.Phil and Ph.D.
