Yes, you can. If you are in your 12th you can go ahead and apply and by the time they ask for documentation you would've already received your marks card.

As per the university's website the only requirement mentioned in the eligibility criteria is that the candidate should have passed in LLB from any recognized university.
Also, call up the university administration and find out if application deadline has arrived or not, because most universities have a deadline of June-July.

Yes, you can apply for LLM at RGU. The process for the same is:
Entrance test:
Eligible candidates need to appear for the entrance test conducted by the university.
Group discussion and personal interview (GDPI):
Shortlisted candidates will be called for Group Discussion and Personal Interview based on score/ rank obtained in Entrance Test.
Final selection:
Candidates are selected based on rank/ marks in Entrance Test and performance in Group Discussion and Personal Interview.

The last date for application form submission as per website was June 19th, 2018. The admission process in most universities closes in the month of June-July. So, ideally you should apply in that period.

Yes, you can take admission but mostly all good colleges either conduct their own entrance exam or accept CLAT and others national exam scores. You can still find private colleges which give admission without conducting entrance.

You can study LLB in various ways. Generally, people give CLAT to get into national law school and others colleges that accept CLAT scores. But I don't think there is a way to get in law colleges directly because most of the good colleges either conduct their own exam or accept CLAT scores.
