No, they don't offer LLMs and I would suggest you to do LLM from national law school or outside India. Give CLAT in 2019 for LLM in a good NLU. Good luck.

It depends on the availability of seats in different colleges and a lot of other factors. Only 2500 - 3000 seats are available adding up all the seats of all the NLUS. Ranks between 1800-2500 maybe for general categories will get allotted with NLUS.

NLU Ranchi is for better as compared to NLU Patna. You should choose NLU Ranchi, but it also depends on your budget, accommodation and rest other factors. Good luck.
