With your LLB regular degree from a recognised university you can apply but your 12th certificate than you need to check with UGC. And check with Bar Council too for the same.
All the best.

The eligibility criteria:
Completed class 12th from CBSE or equivalent board with a minimum of 50% aggregate and must have passed English (core or elective or functional) as a subject.
As per this, you are not eligible.
Even you can complete your graduation in any stream and then go for LLB programme but in that case, you should have 50% in graduation.
You need to consider other options.
All the best.

Yes, you can think of law education from Chandigarh University due to these factors:
Established
Brand name
Location
Faculties Experience
But, you need to consider other options outside Punjab and for that I would request you to check Shiksha website.
All the best.

Firstly, Bar council of India approve only regular LLB programmes for which the maximum age limit is 30. For that, you have to appear for entrance test and interview as per university admission process.
You also need to check the particular university admission process.
You can get a list of colleges offering the same at Shiksha website.
All the best!
