You cannot do a B.Ed in Special Education through distance learning with 45% in graduation as most of the institutions require minimum 50% marks in graduation to enroll for this program. Eligibility criteria for B.Ed in Special Education usually requires that candidates should have at least 50% aggregate marks in the undergraduate degree from a recognised university. Some universities may offer relaxation of 5% for the candidates belonging to the reserved category, but that doesn't match up with your present qualifications. Get admissions into the MA in Hindi, AMU with a graduation degree with minimum 50% marks from any reputed subject. The admission to the postgraduate course in MA at the institute would depend on an entrance examination carried out by the AMU itself. You can submit online through its official website of AMU as details on this page give a fair idea of the admission and the dates that apply for it. Yes, you can get the admission in Panjab University in B.Ed or M.A course. 

The eligibility criteria for the M.A courses is Bachelor's Degree obtaining at least 45% marks in the subject of Postgraduate course or 45% marks in aggregate B.A./B.Sc. 

The eligibility criteria for the B.Ed is atleast 50% marks in your Bachelor's degree in respective undergraduate subjects.
