Following is the full rule for taking admission in ICWAI
The course structure of ICWAI consists of 3 levels. -Foundation
-Intermediate
-Final
The candidates can join this course 12th class as the minimum academic qualification. Candidates who have completed Graduation can also join this course. If the candidate want to join this course after completion of 12th class, then he has to complete all the 3 levels. First of all, decide from where you have to do your M.Com distance education. If am not wrong then you are asking about Mumbai University IDOL course for M.Com. So to clear your doubt that the admission form M.Com from the same has already started. Please follow the below link for taking admission:

Yes, you can get admission in M.Com at Dibrugarh University.
There are 2 M.Com courses i.e. M.Com in Finance and M.com in Marketing.
The eligibility is that you should be B.Com with at least 45% marks in Major or at least 45% marks in aggregate in case of General Course and On the basis of merit or entrance test conducted by the University.

No, Wilson College, Mumbai doesn't provide any Masters course in commerce, hence, it is offering only Bachelors courses.
