You cannot directly contact professors unless you have a record of studying in the university in Germany. You may contact the university itself and get more information.

1. Bachelors done in considerably good university
2. Good grades
3. English knowledge certificates such as IELTS or TOEFL are the basic requirement that can be followed.
After this there are things that have to be done with relation to visa which has formalities that has to be followed.

The requirements may vary from one university to the other. However, you must get your language proficiency test done that is, IELTS. There is TOEFL too but most universities in Germany expect IELTS. You must have 6.5 bands in all four modules.

German universities are the best to do MS in engineering. So it is highly recommended to study in Bachelors in good university and have good grades. Getting into Masters at the earliest after Bachelors is good since it gives you an idea on which subject to choose and what interests you. You must have at least basic knowledge in German language plus you will also have to clear language proficiency test like IELTS or TOEFL. Fill in the applications with vital data so that the committee that analyses the application will have enough and more details.

Yes, you can by all means apply. If you have no back logs, have good or reasonable grades then your admission will have normal process. Both countries have best universities and it is just that you will have see what is the best one for you. Both country requires language proficiency test mostly IELTS. You must have 6.5 bands in all four modules and this one of the basic requirements. The university policies may differ from one to the other.
