GRE is a pre-requisite to get admission in most institutes offering admission in MS (any branch). However, there are institues which offer admission into MS based on marks obtained in undergraduate field of study. Yes, it's perfectly possible to pursue MS in Germany. Fees there are very reasonable. But selection process is obviously tough. Without wasting any time start on the process.
