GRE is a pre-requisite to get admission in most institutes offering admission in MS (any branch). However, there are institues which offer admission into MS based on marks obtained in undergraduate field of study. I would recommend you to not to take engineering or other course in gulf nations. You can study them in India. Lots of people from Africa, gulf and middle east countries are coming to India to shape their career through education.

Yes, it's perfectly possible to pursue MS in Germany. Fees there are very reasonable. But selection process is obviously tough. Without wasting any time start on the process.
