You need to check the university specific admission requirements, you will see most of them requires a minimum GPA of 3.0 (B average) in the last 60 credit hours of study or last two years of your UG degree. If you are really fond of technical things and looking for a career in the engineering sector in terms of RnD or teaching, then you can opt for MS in the same field. Otherwise, you can work for a year or 2 and pursue MBA from abroad.
MS management or PG Diploma in management can also be taken now. You should evaluate all the pros and cons before coming to a decision.

GRE is required by almost every university in US to consider your application for a MS program. Low tier universities do accept without GRE scores but think twice before investing in low ranked universities. For management programs you must take the GMAT.

You must take the IELTS or TOEFL to study abroad. European countries prefer IELTS over TOEFL. Since, Luxembourg is a country and there are many universities and colleges you must specify, if you are targeting any particular college and program for better guidance. Luxemburg is also one of the most expensive countries in the world.

All are good and fine. It depends on your interest. M.Tech, ME and MS leads you to stick your own core area, where as MBA, leads to executive life in the area of marketing, operations and production management, etc. Therefore, if you want to stick your core go for M.Tech, ME, etc. if not MBA.
All the best.
