Yes, as a rule, when you are applying abroad you must show evidence of funds to support your cost of education and living for one year. As per Canadian immigration norms, you would require at least CD$10,000 per year for living expenses. Additionally, you must also show enough funds for your return airfare.

In terms of quality education, yes, it is worth and also depending on the university's reputation and program choice. However, UK is not a popular choice nowadays due to the strict work permit rules. Most importantly, 1- year degree courses from UK are not accepted in India.

There is no good or bad university in Germany. German universities are extremely selective and reputed such as Freie University of Berlin, RWTH Aachen, TU Berlin and TU Munich. Except the private universities, education in Germany is almost free. Universities normally charge a minimal semester fee. Since eligibility criteria are different for different universities you should visit university's websites or DAAD website for details.

There is no clear picture from UGC, AICTE AND MHRD of approval, especially for Distance mode B.Tech programme as of now. Even last year, UGC took strong action against many universities' recognition for the particular programme due to the same reason.
So, if you can manage then go for regular mode B.Tech programme and take decision wisely for your future. Foreign universities do check the status of the university from UGC, AIU and AICTE too.

Apparently both the countries are amongst the best for civil engineering. You may select your country by analyzing factors like entry requirements, university reputation, industries, opportunities and post study work options, climate and expenses. Living expenses in Australia are higher while entry requirements in Canadian universities are very strict. You must check similar parameters and decide.

Firstly, we need to check your academic background to determine your eligibility. Ideally, you should hold a four year undergraduate degree. To apply to MS programs in US, you must clear the GRE. Also you must take the TOEFL. For financial matters you can opt for an education loan. If you have a very good profile, the university can consider you for a scholarship.
