The fees, other than in Germany, is more or less the same in all countries, as far as full free ship goes the only country offering it to my knowledge is USA, where if you qualify you will get the entire course free including stay and travel. The competition for this will be very high, the next choice is Germany where fees and living costs are low and if you have above 75% in BE then you can try for scholarship where the fees can be waived off.

No, GRE is not required for mechanical engineering as the course offered is M.Eng not MS.

No, you don't require GRE for Masters in mechanical engineering as the university offers the course as M.Eng and M.A.Sc. So you need only give either TOEFL or IELTS.

MS courses usually require a very strong academic profile with minimum GPA of 3.5 at Canadian universities.
In case of diplomas, you can get admission to good universities with minimum percentage of 65% (approx).
The reason being that the MS courses are very academically rigorous, which diplomas focus a bit more on the practical aspect as well. So, the ultimate choice depends on your profile, as both courses can lead to well-paying jobs.
