Yes, it is possible. Academics is always formal schooling. Correspondence does not come under formal schooling. Specific universities based on entrance test or TOEFL may consider. This will vary from one university to another. You have to liaison with the overseas university which you are aiming.

Of course you can do this course. Many universities offer this course via different colleges attached to them or sometimes via own department. But best will be to check if the college where you did your BSc is offering this course. If yes, then it's the best solution. Else you can join at some other place.
