With the number of ATKTS, Australia, France, Poland etc can be some options. PR chances will depend on your job, skills, credentials, skill shortages etc. Please remember that PR won't be applicable immediately after studies, getting a job in a good company during the post study work permit period will be critical while also developing your skills.

Hi
There are two ways to look at it. If you are clear about your specialisation in M.Tech, then go for it. If you want to explore other options, take up a job, work for two years, and then choose M.Tech either in India or abroad.

There is no such difference between MS and M.Tech, most of the Indian universities provide M.Tech degree while foreign universities provide MS degree, so forget about MS and M.Tech, try to choose a good institute in India or abroad.
