Yes as long as you fulfil additional requirements, you can sit for the Maharashtra Public Service Commission (MPSC) test after earning a Bachelor of Dental Surgery (BDS) from Gujarat University.

Yes, a graduate from YCMOU is eligible to attempt UPSC and MPSC exams, if you meet the other eligibility criteria set by the respective examination commissions. Students with bachelor's degree or equivalent from any recognised university are eligible for MPSC. So if you completed your graduation, you are eligible for the exams.

Yes, you can appear for UPSC (Union Public Service Commission) and MPSC (Maharashtra Public Service Commission) exams with a 12th and Diploma qualification. However, these exams typically require a minimum of a bachelor's degree from a recognised university. 
basic requirement for giving UPSC exam is graduation, and your marks don't matter. You can give exam in your final year.
