It's indeed nice to know your dreams of becoming an aeronautical engineer. Unfortunately, almost all states in India allow only domiciles of their state to seek admission in engineering colleges of the state. Hence if you are domicile of Tamil Nadu then only you can think of it. I am attaching a link that will give you all the required information about admission in Tamil Nadu.

Yes, you can take admission in B.Tech by appearing in LEET exam of the respective university.
There are many colleges which offer lateral entry to Diploma students to complete their engineering. After Diploma, B.Tech is of 3-years.
And it has many benefits as compared to 12+ B.Tech.
I hope I've made myself clear.

For any branch of engineering, one needs to appear for and clear entrance exam conducted by the concerned state unless that state accepts JEE Mains score. In your case, you will have to appear for entrance examination conducted by TN.

After diploma, a student can seek lateral admission directly in 2nd of engineering. However there is a catch. These admissions are restricted to within same state. Hence I am afraid, you will have to seek admission in a college in Maharashtra only.
