No. All candidates are required to have attempted and qualified MET to be eligible for the counselling process. Allotment of seats during the MET counselling process is done based on the ranks obtained by the candidates in the entrance examination. Other factors will also be considered for admission. If the candidates are not satisfied with their MET seat allotment, then they can forgo their allotment and participate in the next round of counselling.
