No, you cannot do two Masters programme simultaneously. Back in 2013 UGC had considered this, but in 2016 they released a notification stating that two degrees are illegitimate and presently not allowed.

The University of Delhi has for the first time given the responsibility of conducting entrances to NTA for postgraduate and undergraduate courses. Candidates can check their result of post-graduation by visiting the official websites of their respective universities. NTA also conducts the UGC NET Exam for the postgraduates. The exam is organized by NTA to select the candidates for the post of Assistant Professor and awarding Junior Research Fellowship. The exam is conducted twice a year for 81 subjects.
