You haven't described the college you wish to take admission in. Let us presume that your college of interest is a premium institute such as IITTM. Eligibility is 60% in graduation and possibly you need to qualify an entrance exam as well.

It all depends on what you want to do. I mean which field you want to work in. There are people who like what they study and want a profession in their respective fields, while there are plenty of them who decide that what they study is not what they want to be the line of profession. If you have interest in physics, and you are good ATIT you can do Masters from good colleges like Indian Institute of Space Science and Technology or Indian Institute of Science. Also, you can apply for colleges abroad.
Note: It is really necessary to have a thorough knowledge of your subject and a lot of hard work to get into institutes I have mentioned.

It is very nice to hear from you that you are interested in doing your MS from Australia. Do not worry too much about universities with low fees. Firstly aim should be securing admission. Admissions to MS abroad are not fully dependent on the marks obtained in qualifying exam but there are many nuances to the process. In view of this I would like to advise you that please approach an agency sending students to Australia for MS. They would be knowing how to take care of these nuances. Best wishes to you for admission in MS.

No, why would you choose Biomedical in PG, you can go with VLSI or some other things related to ECE which makes you get placed in good companies. And even biomedical Engineering doesn't have much scope in India.
