Hi Debo,
NSOU should be accepted but you have to contact the universities abroad where you plan to apply and get it confirmed. They may require some additional verification as per their education framework. 66% is considered but also again depend on how competitive the universities. Top ranking will be difficult to get into. Scholarships are also given on merit, you can check the information on scholarships in the university websites itself. You must also take IELTS or TOEFL and/or other exams if necessary and required by the university.

PG Degree is the best and rational choice for you. I don't mean to discourage you but see that you are at 30 and a degree of PG will strengthen your career efforts. Whole doing PG, you can keep your preparation for UPSC on. But I shall not put your UPSC aspirations first over Higher Studies.

You can apply for jobs in as you can also give their exams after B.Sc if you're that good. Also, you can apply for NET only if your one year Masters degree you received from any foreign institute is equivalent to a two year programme under any Indian UGC approved institutes. So, just check is that one year programme actually equivalent or not. If it is, then congratulations, you're eligible.
