Hi Arjun,
Yes, you are eligible for MBA from FMS.
Although you will have to defend your case and explain thoroughly as to what it is that you wish to derive out of the second MBA from FMS, Delhi.
You can point out how FMS is an excellent institute and how it can add immense value and differentiate your candidature and skills

Yes, you can surely apply for an IIM even you have rejected a previous offer. There are people who do get selected in newer IIMs but they apply again to get into top IIMs. The shortlists are based on CAT score and profile and the number of attempts are not considered. Normally, during the interview process as well, the interviewers do not ask about whether you were selected last time. If they do, then you can give a valid reason for your choice and make them understand the opportunity cost of your decision. Well, CV doesn't have points, it always carries weight. How strong your CV is and how capable you are. The most important thing which will be considered during your placements is your CGPA. Companies will shortlist mostly on the basis of CGPA. There have been times when the list of shortlisted candidates for some of the best firms consisted top 10-20 rank holders of the college (literally). So, no matter what anyone says, CGPA shouldn't be neglected. Especially for high demand jobs like investment banking, CGPA is a deciding factor.

Yes, you can. The minimum qualification required to be deemed eligible is 3-year UG. Also, you have to take an entrance test.

Yes, he is eligible subjected to the following conditions:-
1. Score more than 50% marks in graduation
2. Score more than 95 percentile in the CAT(since he is into Arts ,he will have to put in special efforts to prepare himself for the CAT curriculum).

If your score is low then it would be better to go for work experience first as it will give you more points at the time of selection. Also, you will have an option for EMBA as well which is also a good option for experienced professionals.

Any graduate with requisite percentage can apply for MBA after clearing aptitude tests such as CAT, MAT, CMAT, ATMA - AIMS, etc., as applicable to the institute of your study. Group Discussion and Personal interview are normally conducted by the institute. You may quote the reason for study gap, if any. To continue your job chores along with studies you may also think of doing a distance education programme.
