Dear Satyam,
As far as top MBA college is concerned, than it is my personal advice not to run behind percentile. Rather you focus proper and planned preparation for it. This is because when top MBA College is the desire than in percentile also you have to be on top. So just start preparing. I hope this would suffice.

Doon Business School, Dehradun has dedicated PGDM+SAP courses. The fee is reasonable and the placements are very decent compare to other colleges of North India. The highest package of INR 22.5 LPA was offered last year.

There are very less chance. Last year, it was 92 percentile.
Even, Indira Institute of Management cut off was near about 90 percentile. You can go for Indira School of Business Studies.

If you registered yourself for the course, and you couldn't attend the semester for personal issues, you can write it the next semester without any hindrances. But, you will have to write the same 1st semester subjects along with 3rd semester subjects in your 3rd semester Final exams. This will help you go ahead further in the studies.
